PROFILE OF DR               JONATHAN BONOPHA TENGBE

1.           General
Please allow me to announce my Candidature for the position of Flagbearer of our great SLPP and to seek your support in the forthcoming Flagbearer Elections.

I am a registered member and Grand Chief Parton of the SLPP UK/IRELAND branch and registered Chief Patron of SLPP National Secretariat. I am a firm believer in the ‘One Country, One People philosophy’. I am committed to demonstrating the highest level of accountability, commitment, integrity and reliability as your FLAGBEARER

My involvement in activities pertaining to the SLPP dates back to 1977, as a student in Sierra Leone, during the one-party APC government of Siaka Steven. Although SLPP was not functional at that time, our resistance was based on the “One country, One People” principle of our beloved party, the SLPP. I have been loyal and continue to be in a quest to defend and subscribe fully to the principles and values of the party.

I fervently believe that as Flagbearer of the party and President of Sierra Leone,  I will do my best to promote the interests of the party at all times and  work with everyone to ensure that we achieve the ultimate  goal of winning the elections and coming back to Power in 2017 with a view to developing  our Country.

Given the opportunity, I will use my knowledge, skills and experience to compliment my love for and commitment to our party and country Sierra Leone, ensuring that we work together for The SLPP to come back to power. This is an appeal for you to support me to develop our party and our Country.

2.           My Vision for Sierra Leone:
My vision for Sierra Leone is to harness the Country’s human capital and natural resources to transform Sierra Leone into an emerging economy within 5-10 years. This will be done through:

  • Integrated infrastructure, economic and social development
  • Integrated Human Capital Development, through improved  Education and  Healthcare systems
  • Sustainable mining development
  • Integrated agricultural development
  • Low-cost Housing development
  • Empowering women and the youths in Sierra Leone
The overall implementation will be done through a coordinated 5-10-year national development plan, and my track record will support the leadership role required to achieve this vision for Sierra Leone.

3.                     Commitments to the party:

·         From 2008 to Date, I have made direct contribution of funds to the party in UK and Sierra Leone to ensure our Party returns to power

·          From 2010 to 2011, I was the Leader and Coordinator of the Campaign Winning Team (CWT) that conducted a sensitisation tour/campaign for a free, fair, and transparent flag bearer election in SLPP. Under my Leadership, the Team demonstrated accountability and Transparency in the management of funds secured through donations and reported back on our activities. Moreover, various Campaign Strategies were developed in collaboration with the National Executive during that period

·         Defended the party in the media- both print and on-line Newspapers etc.

·         Contributed to policy and strategy development during my leadership as CWT Coordinator

·         Member of the SLPP UKI Media Campaign Committee that funded and coordinated various media campaign activities during the 2012 General Election

·         From 2012 to 2014, I successfully carried out the duty of Central Coordinator and Leader for the Movement for the Transformation of SLPP (MTS), working closely with the National Executive to position the Party as a formidable opposition to APC and a Party poised to take the mantle of Power in 2017. MTS is operating in the following Regions: Sierra Leone, UK, North America, Continental Europe and Rest of Africa. All the Regional Coordinators managing these regions reported to me.

·         Highway Expert and Area Manager for Qatar North and South at the Public Works Authority of the Government of Qatar. This involves Design and Project Management of multi-billion dollar projects across Qatar in preparation for the 2022 World Cup.

11.       Leadership Skills acquired:

I have excellent leadership skills as Project Director and Project Manager for major highway schemes and Team Leader with line management responsibilities through which a large number of infrastructure have been built across the world. As Project Director of the M25 J30 London Gateway Scheme, at peak periods I managed a staff level of 100 or more, ranging from Contractors, Sub-Consultants, and Technical Experts to CAD Technicians. At the Department of Rural Roads I managed a staff level of over 800 across four districts in Lesotho, where over 2000km of roads were constructed and routinely maintained.

In Sierra Leone I produced the development plans that covered the entire 72,000km highway network in Sierra Leone – the blue print I produced is currently been followed albeit at a very slow rate 

12.       Communication skills:

I routinely prepared and made presentations to external Clients such as: UK Highways Agency, DP World, European Union, World Bank and now the government of Qatar etc during the management of the various projects over the years. I have also prepared and chaired high level technical and business meetings, both in the UK and overseas. I have published research findings in both international and local company journals. I have specifically done publications in international journals and have attended and presented at various conferences on sustainable development, and have also done book reviews for the International journal for Environmental Planning and Management.

13.       Financial Management Skills:
I am certified by the Sierra Leone Institute of Public Administration and Management in the financial management of projects. This skill will be particularly useful in the efficient financial management at national level.

14.       Environmental management skills:

I have environmental management skills which are evident in my certification as a Chartered Environmentalist and PhD in Environmental Planning at the University of Stuttgart in Germany, specialised in the Sustainable Development of mining systems in Sierra Leone. This skill will be very important in negotiating mining contracts and harnessing our natural resources in a sustainable manner.

    • Instrumental in achieving the following in the countries enumerated below: 
    Germany
    • Twenty Four Million Deutschmarks (DM24,000,000.00) for development programmes in Sierra Leone
    • Paid in advance the pledge sum of Ten Million Deutschmarks (DM10, 000,000.00) to the Disarmament, Demobilisation and Reintegration (DDR) Programme ensuring sufficiency of funds for future programmes.
    • Paid 10% of UNAMSIL cost in Sierra Leone
    • Development Assistance of Euro 24 Million (€24 M)
    • Successfully convinced the German Government to re-open its Embassy in Sierra Leone, which they closed in many countries due to financial difficulties, and Sierra Leone being of those closed at that time
    • Succeeded in earmarking Germany to financially support the Truth and Reconciliation Commission (TRC) in Sierra Leone 
    • Acquiring additional funding for
    i) Basic education

    ii) Anti-Corruption Commission

    iii) Funds needed to bring to a close the DDR, programme

    December 2003; when funding could not be sought from other donors
    Italy
    • In June 2001, through my intervention, the Director of FAO approved donations of one hundred computers (100) from their stock in FAO to replace the ones destroyed by the rebels who attacked Njala University College, leaving the Computers Science Department in a serious need.
    • Convinced the Government of Italy during a meeting in Abidjan to help in providing part of the Thirty Five Million Dollars (US$ 35,000,000) which was the balance required to complete the Hydro Project in Sierra Leone which stood still due to lack of funds. 
    • As a member of the Executive Board of the World Food Programme, has initiated and decided on policies of strategies. Also responsible for overseeing the management of the organisation, notably by deciding the allocation of resources to programmes of work and budget and by ensuring conformity with agreed strategies and policies; Evaluated performance of the organisation and ensured accountability to Member States and Parent Bodies; Managed own governance processes. Instrumental for the Board’s approval in October 2001 of sixty million dollars (US$ 60,000,000.00) for Sierra Leone to provide assistance to the refugees and displaced people for twelve months (December 2001- December 2002).
    • In 1997, motivated Italy to resume food aid to Sierra Leone, which was stopped.
    • In 2003, was able to obtain Eighteen Million Euro (18M Euro) grant for the Bumbuna Hydroelectric Project from the Italian Government approximately ($22 Million USD).
      • Got Italian Government to write off other loans amounting to million dollars especially for the Bumbuna Project.
      • In 2003, negotiated and signed the Cancellation of Debts amounting to USD$17Million.
      • Have been able to get many Projects from FAO, WFP, and IFAD totaling millions of dollars for Sierra Leone.
    Austria
    • Facilitated the involvement of the Austrian Government in assisting the peace efforts in Sierra Leone.
    • Negotiated with OPEC Fund to provide a loan for the much-needed Commodity Imports Programme that will help release funds for development services and support the Government’s aim to promote socio-economic development 
    • Concluded OPEC Fund’s participation in the funding of the Bumbuna Hydroelectric Project in which OPEC Fund provided over five million dollars ($ 5 Million).
    • Approval by OPEC Fund of seven other loans to Sierra Leone, three of which provided balance of payment and four loans that supported projects in energy and transportation sector.
    • Responsible for Sierra Leone’s ratification of CTBTO.
    Switzerland
    • Concluded discussions that led the Swiss agency for international development to give support to Sierra Leone’s humanitarian need as well as the establishments of an office in Sierra Leone.
    • Worked for Sierra Leone’s membership to International Organisation for Migration (IOM) and signing of proposals.
    • Worked for the opening of an IOM Office in Sierra Leone before even Sierra Leone became a member country-not usually done by IOM for non-members.
    • Instrumental in the visit of Mrs. Mary Robinson, Human Rights Commission to Sierra Leone that led to a massive support for Sierra Leone’s plight of the war and contributed greatly to the approval of the largest peace keeping force in Sierra Leone.
  • February to November 2000, Deputy Humanitarian Coordinator for the United Nations Office of the Humanitarian Coordinator in Iraq (UNOHCI), Baghdad Iraq.
  • (During this period, I was still the Ambassador to Germany as agreed by my Government not to appoint anyone to my post).

    • Deputy Head of Mission for the UN Office of the Humanitarian Coordinator in Iraq.
    • Officer-in-Charge in the absence of the Humanitarian Coordinator, Office of the Iraq Programme (OIP).
    • Overall management of the UN Observation System throughout Iraq in close consultation with the Office of the Iraq Programme (OIP) to ensure that the following tasks are done.
    • Observation plans are planned in three monthly interval
    • The execution of observation activities correspond with the schedule in these quarterly plan.
    • The Sectoral Working Groups function effectively
    • The roles and responsibilities within the system are clearly defined and the fulfillment of these responsibilities conforms to these definitions
    • The design of tracking and other procedures conform to their stated objectives.
    • The data collected in the context of observation activities reflect the needs by all units of the mechanism and is reliably replicated for UNOHCI database and distributed to all observation bodies 
    • All efforts are made to ensure that observation activities in the three Northern Government are sufficiently coordinated with those in the Centre/South to ensure they are comparable in substance, methodology and Quality.
    • All regular and special reports produced are carefully scrutinized by DHC/UNOHCI to make sure they are of the highest quality.
    • Other responsibilities include: Focal Point/Liaison Officer for the relevant Ministries/Governors in the various Governorates as well as the local administration representative, coordinated with various UN Agencies and representatives, in charge of the full implementation of the Programme, direct supervision of the report writing which goes to the secretary General for his reporting to the Security Council, general staff supervision, dealt with staff complaints and made recommendations, analysed/maintained an overview of the work of the whole Programme ensuring that timely administration and logistics support is provided in general and specialized areas when required

    • My achievements in these positions were well documented in my letter to the Secretary-General dated March 21, 2001.
    November 1996 to Sept. 2004 Sierra Leone Ambassador to the Federal Republic of Germany with multi accreditation to Austria/Italy/Switzerland.

    • Accredited as Sierra Leone’s Permanent Representative to FAO (Rome), WFP Atomic Energy (Austria), UN Office in Vienna, Austria.
    • Within 6 months of posting, restored the badly damaged diplomatic relations between Sierra Leone and Germany, which resulted in the appointment of a German Ambassador to Sierra Leone.
    • Obtained from the German government 20 jeeps for the Police Force, 5 Mercedes trucks for the postal service as well as 20 complete computer sets for the postal services. Negotiated for a 3-year extension of a suspended development project funded by Germany.
    March 1993 to October 1996, Sierra Leone’s Ambassador to the Kingdom of Saudi Arabia with multi accreditations as Sierra Leone’s Ambassador to Turkey, Egypt, Kuwait, Qatar, Oman, Bahrain, Lebanon, Syria, United Arab Emirates, and Sierra Leone’s High Commission to India/Pakistan.

    • Sierra Leone’s Permanent Representative to the Organisation of the Islamic conference, Jeddah, Saudi Arabia;
    • Coordinator/Representative in the Islamic Development Bank, Jeddah, Saudi Arabia; promoted as Permanent Secretary in the Sierra Leone Civil Service.
    • Achievements: gathered much needed support from the Kingdom of Saudi Arabia, Islamic Development Bank and from the Kingdom of Saudi Arabia, Islamic Development Bank and from the State of Kuwait ranging from medicines/food/clothing and funds provided from Kuwaiti fund for road construction and grants from the Islamic Development Bank, Jeddah for rural development projects and Aid for Education, Health and Agriculture
    June 1989 to July 1993, Sierra Leone High Commissioner to the Federal Republic of Nigeria with multi accreditation as High Commissioner to the Republic of Ghana and Ambassador Extraordinary Plenipotentiary to the Republic of Benin/Cameroon/Equatorial Guinea/Togo/Zaire; accredited as sierra Leone’s Representative to the Economic community of West Africa States (ECOWAS), Nigeria.
    • Decided/recommended decisions to be taken in Summits, part of the delegation for Ministerial Meetings and Head of States Summit.

Francis Hinga Maada Lahai (Dr Dynamite)

Francis Hinga Maada Lahai (Dr Dynamite) was born on 24 April, 1963 in Moyamba, Sierra Leone to Late Samuel Saidu Lahai, a mende, Christian, Forest Officer from Njama Kowa, Moyamba and Fatmata Lahai, (nee Dumbuya of the Paramount chieftaincy family: Samura Fombo), a Muslim, Temne/Susu/Loko of Kamalo, Sanda Loko Chiefdom, Bombali District.
Education: He lost his father at a tender age of 8 yrs but committed to complete his education. Encouraged by his mother, uncles and brothers and helped by a British philanthropist and Diplomat, Mike Downham, he grew up in Bo and attended the Christ the King College, where he completed Advanced Levels with distinction in 1981, and gained the much coveted and competitive scholarship to the SouthEastern University, Nanjing, People’s Republic of China and earned a Bachelor of Engineering in 1987.
Mr Lahai is a symbol of excellence, hard work and determination. He has worked his way from humble backgrounds, paid his own tuition and is today a seasoned and expert projects manager with a Bachelor of Civil and Building Engineering (BEng, 1987), a Master of Business Administration (MBA, 2012), working on an MSc (Water, Waste and the Environment), Loughborough University, UK and a Master of Mining technology (MEng), IAMTECH, Sierra Leone. Besides these masters degrees, he holds more than 30 diplomas and certificates in International Environmental law, procurement, customer service and logistics from the George Schultz Foreign Service Institute, USA (Long Distance) and IPAM, making him an all-rounder manager.

Francis Lahai has to his experience expertise in the latest computing software like Auto CAD 2010, MS Excel 2010, MS Word 2010, MS Outlook/Internet, MS PowerPoint 2010, Prima Vera Project Planner, MS Project 2010, Eviews, SPSS etc. He has written and published several articles in engineering, the environment protection, climate change and Water and Sanitation etc.

Work Experience: He has 26 years’ experience working in Asia and Africa in an increasingly responsible position from Consulting Civil Engineer to Engineering manager. He has volunteered for the United Nations (2011-2013) on environmental, roads and construction projects; for the United States State Department for nine years(2001-2011) and was civil engineer on the largest diplomatic facility in West Africa; for SL Roads Authority (SLRA), Edward Davies and Associates, Guma Valley Water Co, African Minerals, London Mining and various multinationals as Project Manager on roads, railway and civil works. He trains Sierra Leonean engineers for the highest standards in Engineering and is a registered professional engineer, Sierra Leone Institution of Engineers (SLIE). Maada is an avid reader and believes in the principles of continuous development and quality improvement, ISO 9001. He has several awards, including the Benjamin Franklin award (Abidjan, US State Department; Tenki Ya, London Mining etc) for good workmanship and innovation.
National Service: Francis Lahai has contributed immensely to the development of the home country in several areas, such as the design and construction of several of Sierra Leone’s buildings, highways and roads (Bo-Taiama, Clinetown-Wellington, Freetown CBD streets, Brookfields streets and Panlap Kamakwie roads), development of Sierra Leone’s railways and mines, employment of youths and community development in Freetown, Bombali, Bo, Port Loko and Moyamba. He is an expert trainer of young engineers and a Registered Professional Engineer (P.E.) of the Sierra Leone Institution of Engineers, supports youth football and galas all over the country.
Languages Spoken: Francis H. Lahai speaks several languages: Mende, Temne, Krio, English, Mandarin Chinese and  French excellently and has understanding of Japanese.
International Experiences: Overseas, Mr Francis Lahai was student union Secretary General and later President of the General Union of African Students in China (GUASC), Nanjing Branch and has extensive experience in foreign affairs working with the United States State Department, has helped the Sierra Leonean communities in Ivory Coast, Ghana, China and Burundi as Sierra Leone Community Secretary General and President for 10 years in Abidjan. He sustained a broken finger while helping Sierra Leonean women in Abidjan, and has been a source of cohesion among his countrymen, being multi-ethnic.
Political: Mr Lahai is a liberal democrat. Though he supports the Sierra Leone Peoples Party (SLPP) and is a Grand Chief Patron for several years, he believes that we are all God’s children and all Sierra Leoneans, that the development of Sierra Leone can only be achieved in a spirit of tolerance and teamwork and he is therefore willing to accommodate the ideas of other parties (APC, RUFP, PDP, UNPP etc) when these will contribute to national development. He also believes that development will only come to Sierra Leone in a meaningful manner when all ethnicity and regional biases are banned from public investments and the country is seen as united in the drive for industrialisation.

Family: Francis Hinga Lahai (Dr Dynamite ) is a Christian, an elder at the Seventh Day Adventist (SDA) Church, is married to Ashmiru Jeneba Lahai (nee Amadu) and have two children: Christiana Mayeanoh Lahai (18) and Emmanuel Francis Lahai (14). His brothers and sisters are many and include Albert T Lahai (Kpakui), late Dr Moses R. Lahai, Late Samuel Lahai, Rev. Jane (Leigh) Lahai, Franklyn Lahai, Late Simeon Lahai, Sgt. Henry Lahai (Tyson, USA), Martin Kamara (JFK School) and Osman Dumbuya (BSL). The Lahai, Dumbuya and Kamara families have contributed immensely to Sierra Leone’s development and will continue to do so, even sometimes at peril to some of them.
